I'm just a kibitzer here, and I don't have SC webmail, just snooping and
commenting.

Sometimes traceroute or tracert isn't a great tool, depending upon
whether or not the target will echo the packets.

In this case, webmail's IP [for me] will echo ping & traceroute packets.

So, in this case, it appears that your traceroute 'criticism' evidence
of poor connectivity to SC webmail is justified.  That evidence points
to SC's end.
