Spamcop occasionally leaving mail on server?

Once every couple weeks I'll see a few emails on my mailserver that have 
been marked as read, but I never read them.  Spamcop also never downloads 
them...probably because they're already marked as read.  Is it normal for SC 
to mark a message as read yet not download it from time to time?
