Stock pumping

I am getting stock pump emails on a several times daily basis that are not being filtered. I report them all (to SpamCop AND to the SEC) and still they come. I use all the offered blacklists and an SA level of 4. Doesn't Spamcop or SA recognize this content by now and score it highly?
