Not if the MX hosts aren't answering incoming requests...in that case, the 
sending systems will go away and come back at various intervals to try 
again. Depending on how long the CESMail servers (which provide service for 
both spamcop.net and cesmail.net) are having this problem, it can 
eventually result in lost mail (worst case) or in mail servers that don't 
come back to try again for up to three days, the way I understand these 
things (I'm a musician, not an IT person).
