Even after a problem is fixed, it can take two hours (or more) for the 
fix to propagate, particularly when you're talking about DNS issues. Not 
to mention, a lot of cycles are trying to churn through the mail back-up.

My hunch is the statement posted is true (though I can't see it yet).
