Exactly what I was leaning towards.

Try a known-working USB cable.
Check the jumpers on the drive; try all valid options. Occasionally a drive will work with
certain hardware -only- with "Cable Select" enabled.
Are the USB port(s) of the system(s) enabled in BIOS? Double-check this.
Is the IDE cable properly connected to the drive? These are sometimes marked for
the opposite of what you'd expect. If possible, flip the cable over at the drive.
