Let's say that it is the hotmail server's fault.

It is not possible from the headers.

70.52.220.18 rDNS toronto-HSE-ppp4245180.sympatico.ca is a user IP which
is trying to use a hotmail server to email to t.vodafone.ne.jp whose MX
is mx.t.vodafone.ne.jp  210.169.176.59

The hotmail server is unsuccessful in its smtp transaction with the .jp
MX, the basis of which is inadequately described by

501 Syntax error in parameters or arguments

issue an SMTP command but the parameters associated with the command
contained a syntax error. //

The key to understanding why the hotmail and the .jp mx couldn't
successfully transact and correspond for the transmit could be found in
the logs of either server, the hotmail sending server or the .jp
receiving server.  The outsider is only going to be able to guess, or
rather not be able to guess, and each of those servers has people who
have a fulltime job performing technical support about this kind of
issue.
