That is true for me as well, I only use it/NewsProxy for SC and if it/NP
isn't running, my newsagent won't get SC because of the way the SC news
account is configured in my OE newsagent.  I would have to change
configurations in OE to get SC without NP..

However, that 'situation' wouldn't explain him getting a 201 with the
telnet.

If that were true, an observation which it would seem unlikely to be
misinterpreted, then the newsserver is/mustbe configured to give
'something' such as his IP or rDNS a 201 instead of a 200.
