I based it on the IP address and the source of the nameservers should be altered to reflect the kgiii.info information and *ideally* the abuse reports would go to me rather than my providers or, at least, to our abuse address in the form or hourly reports. (Or at least that's how it seems to work and that's what the FAQs said to do unless I missed something.) When that option came up then I'd be the "third party interested..." tick box I assume as my server space is only leased and on leased IP addresses, etc... So, I can't think of any way to test it.
