Doh!  The regular reporter wouldn't be going to the tracking url to
complete the report because there wouldn't be any mail with a tracking
url.

The regular reporter needs to be able to do 2 things somehow:

 - notice that s/he isn't getting SC replies to the email submissions
 - know to go to the webparser if s/he isn't getting SC replies

So does the quick email reporter.
