I paste the base64 .gif into 
http://www.opinionatedgeek.com/dotnet/tools/Base64Decode/ & let it display. 
Of course there's *some* risk, since you have to allow it to come back 
binary, but it shows the pic so you can get the ticker symbol & user copy 
enforcement at sec.gov. Been doing this with every one of 'em.
