I think that it is a little bit like the old AOL news system, in which AOL had their own news 'gizmo' with its own proprietary interface for AOLers and that it would propagate in and out of usenet at large for those newsgroups which AOL chose to provide. But the webtv is not exactly like the AOL system, because I don't think it propagates to the larger usenet [or maybe some does and some doesn't].
