I let my kids play video and computer games, but they have to earn time. 
  They get credits for playing outside, doing work outside, how quick 
they finish their school work.  For every hour they play education games 
(there are some you know), or they do research type 'stuff', they get 
30mins video game time.
The only programs they really watch on TV are Dr. Who and The 
Simpsons....  All other time is spent 'earning' their credit or spending it.
My 11 year old is now a whizkid with Macromedia and can create MM Flash 
presentations in a fraction of the time I can. (So he gets a larger cut 
of pocket money in compensation).

I try not to force them to do it but rather encourage... I spent my 
'childhood and my 'yoof'' outside... (Mind you, looking at my hips and 
back these days)
