I don't suppose "move away from LA" is an option?  There are still places
in this country where you can do such things.  The only reason I wouldn't
have my kids walk to school is that, even though it's "only" about 3/4 of
a mile, it's 1/2 a mile down one of the town's two main streets, and there
is no sidewalk on that street.  The town (actually a "hamlet") does not
have a police department, relying on the state police instead.  We do,
however, have our own fire department and ambulance corps.  (We joke that
if you call "911" for help, they'll be there before you dial the second
"1".)
