Probably. As I said elsewhere many parents use their car on the school
run for only a short distance. On many occasions I've asked them why they
do it and always have the reply that the traffic is too bad to walk.
Being a driver of a school bus I see the difference between school time
and when schools are off, during school time the traffic load is easily
triple due to the school runs so school-run-mum runs her kids to school
due to the traffic being so bad due to school-run-mums running their kids
to school...a never ending cycle which will only come to an end when
school-run-mum cannot run her kids to school due to roads being totally
snarled up.

Things cannot go on like this forever. A modern high tech mass transit
system is no longer a luxury for towns, it's becoming a necessity and will
probably have to be centrally funded no matter what the cost to the tax
payer.
