So investigators are only allowed to investigate guilty people.
No innocent people are ever caught up or spoken to as it's a violation 
of their rights.

So a copper can't stop me in the street because someone just reported a 
6'4" white guy attacking a women a few streets away?
I've nothing to hide, I'd hope it would be cleared up quickly.
I'd also like to think the legal system would protect me if I was innocent.
But I wouldn't want the copper to do nothing about it and wait until 
they catch the guy in the act.

There has to be some proactive'ness' about the process...

Not intentionally being provocative here.  I hear what you are saying 
(honestly), I just read back what I wrote and it sounds a tadge weird. 
Trying to be more devils advocate than 'troll'.
