There are few prohibitions, less oversight and no penalties.

The troops DID find out and the director was on the very next airplane out
of the country (chartered no less).  As to legal action ... no effective
recourse under the law.

BTW this was the same individual that managed to export restricted
encryption equipment and algorithms that were under NSA interdiction ...
signed my name to the export documents.  That hit the fan AFTER he was out
of the country.
