Leaky roof + freezing temps = ice. They need to rip up the road and install a heating system in the roadbed. Some bridges have them, and if done with the correct devices (say, the kinds of thing I build for a living) it doesn't take any power either. Basically the same system that keeps the Alaskan oil pipeline from melting the permafrost, but working in reverse.
