If you have so many head of "whatever" you're required to store manure in a cement lined pit rather than just dump it in/on the ground like people used to do. Factory farms have probably been doing something similar out of necessity, but around here even barns with 20-30 horses were getting federal funding for building manure pits so there would be no runoff.
