The SEC or FBI or whoever the local equivalent for the country the 
company is based in is.

You are probably wasting your time and the "only 39 shareholders" 
indicates that at most 39 people have fallen for it.  A bit like the FDA 
and drugs I suspect there are just too many small time players out there 
and too difficult to prove who did it to make investigation practical.
