And Richard the deputy did *not* answer the question which was asked,
but instead stated, enigmatically, "read carefully..." blah blah -- when
in fact the question was crystal clear, Is it or is it not necessary for
2 or more reporters to report an IP to become listed.  Richard didn't
answer that and he had a perfectly good opportunity to say Yes or No.
He chose to say neither.

Which was non helpful in the context of the question that /Steve/
presented:

Show me where.  Richard didn't say that in the link above when asked
directly.  And you haven't cited anything else.
