I understand everything in that faq, and in fact, I have cited the one
salient line about not listing for one report.  Which is not at all the
same thing as multiple reports by one single reporter account.

There is nothing in what you posted that gives any indication that if a
single reporting address or 'reporter account' reported sufficient spam
items for an IP to become mathematically eligible for listing, that it
wouldn't be listed.

There is nothing in all of what you posted that would explain what I
linked to here earlier being a part of a confusing verbose:

"but there are fewer than two individual users reporting"

Posting a lot of lines you copied from a faq page doesn't do anything to
clarify the issue.  You haven't added anything helpful at all.
