I believe we must be set to closed in some manner.  The list maintainer
must subscribe NEW people.  You cannot subscribe yourself to the list
without first supplying a profile and request to the Administration.  So,
would not 'open+confirm' negate that setup by allowing someone to subscribe
themself?

Just trying to understand this.
