An ISP that sends me spam is not "legitimate".  GMAIL has no way to
impose financial penalties on their users, and thus has a broken
business model.

SpamCop does not block anything.  SpamCop provides a list, and you
can combine that list with the whitelist of your choice.  I do that
even based on the "From:" address and it works quite well.
