If the inbound mail is being sent to non-existent users then it 
shouldn't even get to the stage where it's filtered by SA and CAV.
If your MTA isn't capable of rejecting such mail outright then you 
*really* need to start using a different MTA. There really is no excuse 
for an MTA to allow an SMTP session to get past the RCPT TO: stage if 
there is no such address.
