There are two good reasons for another DNSBL:

[1] Someone wishes to block only what the DNSBL lists (for example, a 
business
that only gets email from local customers may wish to block all of China)

[2] The other DNSBLs are, for whatever reason, not catching some class of
undesirable emails.

Neither appears to be true in this case.
