configure looks for includes in the standard places plus either the db 
directory your specify or a lib subdirectory under it.  Did you try 
running configure without the --with-lib?

It's also possible that configure is trying to link with the db4 library 
and failing for some other reason.

Sorry I'm so vague.  Don't really have time to experiment today but I 
wanted to get back to you.
