I see this from time to time.  For me the cause is always that I used a
relative path in the --with-pbl argument to configure instead of an
absolute path.  So instead of this:

  ./configure --with-pbl=../pbl_1_03

I have to do this:

  ./configure --with-pbl=$HOME/src/pbl_1_03
