Agree totally. I think my spamprobe setup does OK when there is actual 
spammy content in the bounced message's body. However I still see a ton of 
'undelivered' messages, since they have the spam snipped out of the body.

They are. Last year I detected some japanese dialup hosts which 
specifically forged a specific header which triggers Sendmail/Postfix and 
some other mail servers into accepting-then-bouncing spam. Search google 
for "Spam relay due to mail forwarding loop". They do this deliberately.
