Yes the probability is computed on the fly using the two counts.

The hex number is a "flags" field containing a date stamp to indicate  
the last time the term was modified.  Previously the flags field also  
contained a flag to indicate how many times the term had been  
processed by cleanup but that was phased out in favor of the date  
stamp. The date stamp is just the number of days since Aug 12, 2002  
(roughly the start of the spamprobe project).
