Ideally, the spec should pick either nomatch or permerror so that results will be consistent. However, what we ended up with isn't so bad. Most implementations will nomatch an invalid domain, usually resulting in FAIL. Some will permerror instead, hopefully providing some diagnostics to the domain owner.
