Updating SPF test suite for RFC 7208

Now that RFC 7208 is published, the test suite needs some updates.  It would 
be nice if anyone has time, interest, etc if other's could 
review the first cut at updating it.

The test suite is described here:

The latest RFC 4408 tests are at:

We're hoping to do an initial RFC 7208 based release very soon.
