Then they are doomed, and not just by SPF and the conspiracy against
bounces.  IP-address karma systems (possibly involving a "This is Spam"
button) are an equally grave threat.

On this very list, people have complained about end-users who try to
manage their spam centrally, turning off spam filtering at the forwarder
and turning it up at the final MX.  The result is a blackened IP
reputation of the forwarding handoff mailserver, which from the ultimate
recipient MX's perspective, looks like an open relay.
