Going over this now.  What if its remains at X-1 messages for a number 
of weeks?

IOW, currently the event runs every Saturday, so if its only 4 total 
since the last report and remains the same for a # of weeks, it could 
never post it and the mail gets "old."

I'm setting it to 1 and its no posting for the week, then the report 
is skip. Lets see how that goes.  After all, most people are eager to 
reply once a post is made, so you will more than 1.

Lets see how that goes.
