Badly formatted SPF entries

A daily task for me is checking the SPF logs for PERMERRORs and then
emailing the domain owner with my findings. Sometimes they fix things,
usually they don't. I seem to see a recurring theme:

 

"v=spf1" "a" "mx" "?all"

 

Which of course fails.

 

My questions is: Why is this mistake so common? It accounts for over 50%
of the PermErrors I see. If some wizard is producing this garbage, can
the writer of that wizard be informed?
