important python-cdb bugfix

If you are using TMDA's CDB support via the python-cdb extension
module, you should upgrade to version 0.32 or greater of the module.
0.32 fixes a memory corruption bug that can cause Python to segfault
when your from-cdb or to-cdb rules are read.
