anonymous rsync service available

The TMDA web area is now available via anonymous rsync:

rsync://tmda.net/tmdaweb/

This includes all of the HTML files as well as the releases/ and
snapshots/ directories.

Sample usage:

$ mkdir ~/docs/tmdaweb
$ rsync -avz --delete rsync://tmda.net/tmdaweb/ ~/docs/tmdaweb/

You'd run the above periodically to keep your local tmdaweb directory
in sync with mine.
