	CgiVersion.py UPGRADE 
Log Message:
* skel/install/.tmda/filters/outgoing should use a 'dated' envelope
  sender address rather than 'bare' or else users will not have
  bounces and auto-responses returned to them.  See FAQ 5.4 for more
  details.

* skel/install/.tmda/templates/confirm_request.txt wasn't up to date
  with the latest template from TMDA.  This change necessitates at
  least TMDA 0.77.
