TMDA 1.1.8 "Imperial" is released.

Not many user-visible changes in this release.  Mostly some internal
changes that should improve code performance, stability, and
maintainability.

What's new?

* TMDA's internal copy of the Python email package has been upgraded
  to v4.0.1.

* The bin/tmda-* programs have been revamped to use Python's new
  'optparse' library.

Here are the new additions to UPGRADE:

* The '-d/--dated' option to the 'tmda-address' command no longer
  accepts an optional timeout value.  '-d' now expects no arguments,
  and means "Generate a dated-style address using my default timeout".
  To specify a specific timeout value, use the '-t/--timeout' (which
  assumes '-d') option instead.  If you previously used '-d TIMEOUT',
  you can now get the same behavior by using '-t TIMEOUT'.  See
  'tmda-address -h' for more information.

* If you use tmda-cgi, you'll need to upgrade to at least
  tmda-cgi-0.15 to use this release of TMDA with it.
