None of the above.  I'd implement it in Erlang[1] which by its very
nature would give me most of the characteristics I mentioned for free.
Designed by Ericsson for their telecommunications apps, it's now an
open source general purpose language, that almost has more in common
with an operating system than with a programming language.  It's
definitely the right tool for this job.  I'm sure some of the plugins could
optionally be written in C, but not the core.
