This is certainly not something you can do with tmda-cgi out of the box.

You probably could do that by writing custom code in the tmda-cgi
authentication/user-info stub.

I believe that's more meant as a wrapper for the vmailmgr vadduser
script, and is intended to be run manually from the command-line when
the sysadmin creates the user account. Still, it's possible that you
could call this script from a custom authentication stub to do the
backend work...
