Your local MTA's queue is being flushed. Every time it flushes the queue of deferred messages attempting to deliver, tmda-filter is invoked. It either processes the message, or in the case of an error, throws a traceback and defers the message again. If you do a 'mailq' or the like, you'll see a list of deferred messages sitting in the queue.
