I looked briefly at tmda-cgi but I don't think it'll work in my case due
to how I handle virtual users.  Making the pending queue a Maildir, tho,
is definitely worth a look (a lot of the users use IMAP so I could
probably drop the pending queue in there as just another folder if they
wanted to look at it).
