TMDA-cgi-0.16 "Sulphur" released

What's that smell?  That's the smell of updated version detection code
so that TMDA-cgi-0.16 now works with TMDA-1.1.10 and later!

Besides that, there are some unicode and error handling cleanups, but
no major changes.
