Expired and invalid dated addresses go right through

I'm having a problem with tagged addresses. For some reason, dated
addresses are not being checked for validity or expiration. The
incoming log shows they are matching my last rule (from * ok) and
being delivered.

Shouldn't invalid and expired addresses be handled by the actions in
ACTION_FAIL_DATED and ACTION_EXPIRED_DATED, and skip the filters
entirely?
