There is an unofficial update here:

However this does not support tmda-cgi and primarily fixes problems
that you are not necessarily having.

Error code 99, according to the help output from tmda-filter, is
returned for drops, bounces, and confirmation requests. I'm not
totally sure I understand the log message below, but it looks like it
may be working fine. I'd suggest checking the TMDA logs for more
information.

There haven't been any upstream updates in a long time, and the author
has stated that the reason is that it works well enough for him.

That comment about TMDA and Debian isn't relevant to the functioning
of TMDA, and I see no indication that it reflects any official Debian
policy. It's true that TMDA was removed from Debian, but I think that
was because it had no maintainer and was not working properly. I would
take comments about the evilness of Challenge/Response with a grain of
salt, but keep in mind that there's some truth to it. Some people
really don't like it, but most of the complaints I've seen about TMDA
are based on it being improperly configured, causing unnecessary
confirmation requests. (Imagine that I send you an email asking for
your help, you take the time to compose a response and send it back,
only to have your humanity challenged. You may be understandably
annoyed by that.)
