Unfortunately that's not something I'm able to do. These particular messages are sensitive communication with a US tax authority. I can't even easily get a test message so I don't know how I'm going to help with this... RFC 2047 MIME encoded-word encoding, possibly Q-encoding within it. In other contexts I was able to decode that kind of stuff. For example sometimes Titus metadata chunks are similarly encoded. But what they've done with these chunks is eluding me...
