I think the reverse is more accurate historically. That is,
phpdocumentor is (more or less) "compatible" with doxygen-like comments.

Phpdoc seems to be closer to javadoc with regard to comment styles.
Doxygen also tends to be used in the C world.

Have you seen doxygen output? It is not necessarily better from phpdoc,
IMHO.
