That might be one of those plugins that only shows itself if you are
viewing the options page with JavaScript enabled in your browser --
otherwise, it silently disappears, since it is of no use.  In the
future, to avoid such confusion, it might be nice to keep those things
on the options screen with some kind of warning about not working when
JavaScript is turned off in the browser or preferences.
