It is not locale, but character set conversion library and it does not
depend on system locales. Locale is about things that are displayed in
selected language and are handled according to language/country rules.
conversion/decoding library is about converting or decoding things that
are not in selected encoding.

You should worry only about your German-Japanese users being unable to
reply to those Kanji emails without losing all CJK symbols, if they don't
use Japanese or some utf-8 based translation.
